Project description
The GOCO₂ Project is dedicated to the transport of CO2 by pipeline across several départements in the Greater West of France.
The aim is to recover the so-called "fatal" CO2 emitted by certain industries and bring it to Elengy's Montoir-de-Bretagne terminal, where it will be liquefied and transported by ship for storage in permanent geological reservoirs.
Some of the CO2 emitted will be extracted at a range of set locations for specific uses, in particular the production of synthetic fuels or derived products.
Ultimately, collection networks designed for smaller emitters could be connected to our network.
This project was financed by the French government as part of France 2030, operated by ADEME for the feasibility study phase.

Initial stages:
- Q4 2023: opportunity studies
- March - April 2024: Call for expressions of interest (CEI)
- June 2024 - December 2024: feasibility study
- 2025 - 2026: launch of basic studies (FEED)
Next steps:
- Q4 2025: preliminary consultation
- End of 2028 / beginning of 2029: investment decision (FID)
- Commissioning targeted for 2031

- Length: approximately 375 km
- Transport capacity: between 2.2 Mt/year from 2031

About the GOCO2’s public consultation
In accordance with the provisions of Article L.121-9 of the French Environmental Code, a preliminary public consultation is organised under the aegis of the National Commission for Public Debate (known as the CNDP in France) about the GOCO2 project, which is lead by NaTran and other industrial partners.
This project aims to contribute to the decarbonisation of the industry in western France by capturing CO₂ emitted by three industrial sites and transporting it by pipeline to the port of Nantes–Saint-Nazaire, where it will be liquefied and loaded onto a methane terminal in Montoir-de-Bretagne before being transported for permanent geological storage.
On March 5th, 2025, the CNDP has decided to organise a preliminary public consultation for this project of common interest ; this decision has been confirmed on July 23rd, 2025. This preliminary public consultation will be supervised by three independent guarantors (appointed by the CNDP) and will take place between September 29th and December 19th, 2025.
It aims to enable all stakeholders and the general public to obtain information, exchange views and make contributions on the issues at stake in the project, its impacts and its alternatives. This approach, which is taken prior to any decision being made, is in line with the European framework for public participation in energy projects of common interest (Regulation (EU) 2022/869) and complies with the principles of transparency and active participation set out in Article L.121-1 of the French Environment Code.
The preliminary public consultation is a milestone in terms of public information and participation which enriches contracting authorities’ considerations before moving forward with the project.
