RODP: presentation of the NaTran support scheme

What is the Public Land Occupation Charge (RODP)?

If you are a local authority and the NaTran network crosses one of your public land areas, you are subject to the Public Land Occupation Charge (RODP).

To help you with the process, NaTran has just published a guide describing all the steps involved, as well as a tool that allows you to calculate the fee at municipal, departmental or EPCI (Public Establishments for Inter-municipal Cooperation) level via our ODRÉ data portal.

An overview of our support programme

1/ The RODP principle and calculation methods

Description of the public utility declaration principle, which authorises the routing of networks but does not exempt the holder from the obligation to pay the RODP: occupation is permitted, but may be subject to a fee.

2/ Use of data published on the ODRÉ portal

The datasets developed in ODRÉ help you refine your searches by geographical area (municipality, department; interactive map) and time period. The tool also allows you to download your search results in a range of formats: CSV, JSON, Excel, GeoJSON, Shapefile, KML, FlatGeobuf (FGB), GPX, Parquet, etc.

3/ Request for a payment order

Local authorities have two options for submitting their enforceable payment orders or notices of amounts due: by post or via the Approved Platform (PA) from September 2026.
