The Seine-et-Marne département and its partners would like to invite you to an event at 2 PM on Friday 10 October 2025 at which the CapMétha77 Charter (2025-2030) will be renewed and signed, followed by the official completion of work on the Altens-operated BioNGV refuelling station in Moret Loing et Orvanne. A new stage in the energy transition and the path towards carbon-free mobility!

This initiative forms part of the region’s energy and climate strategy, consistent with national goals for decarbonisation and for supporting the energy transition in transport.

CapMétha77: a solid commitment to develop the methanisation sector

Launched in 2020 for a five year period and now renewed for 2025-2030, the CapMétha77 charter serves as the reference framework for the development of sustainable methanisation in Seine et Marne, at the intersection of agricultural, energy, climate and territorial issues. It is the result of an unprecedented mobilisation of institutional, agricultural, and energy stakeholders: the Prefecture of Seine-et-Marne, the Île-de-France Regional Council, the département, the French Agency for Ecological Transition (ADEME), the Seine-et-Marne Departmental Energy Syndicate, the Île-de-France Regional Chamber of Agriculture, the Association of Mayors of France (Seine-et-Marne branch), GRDF, NaTran (formerly GRTgaz), and now the Seine-et-Marne Chamber of Commerce and Industry.

The new charter formalises two major aims for 2030:

  • Achieve 75% energy self-sufficiency for residential gas use thanks to biomethane, representing about 1.6 terawatt-hours per year;
    Help promote low-carbon transport by developing 30 BioNGV refuelling stations to serve 6000 HGVs.
“I am proud that our region is establishing itself as a pioneer and a leader in developing methanisation and BioNGV in France."

Béatrice Rucheton

Vice-President of Seine-et-Marne, responsible for environmental affairs.

A leading département in France

Seine-et-Marne is currently the top département in France for injecting biomethane into the gas grid and for the number of biogas plants connected to it.

  • 46 methanisation sites - 43 of them on farms – supplying the equivalent of one-third of local residential gas use.
  • 13 public BioNGV stations already in service.
  • 2 reverse-flow stations in operation, allowing the injection of surplus biomethane into the transmission network.

Beyond the production of local renewable energy, methanisation generates tangible benefits: reduced greenhouse gas emissions, production of natural fertilisers, creation of non-relocatable jobs, and greater energy self-sufficiency.

“I am proud that our region is establishing itself as a pioneer and a leader in developing methanisation and BioNGV in France. This achievement is underpinned by a truly collective effort, and the involvement of all local stakeholders. The energy transition is a genuine opportunity for us – it benefits farmers, local authorities and our residents. I would like to invite everybody interested to get on board with CapMétha77 so that we can work together on creating a more sustainable and appealing Seine-et-Marne”, said Béatrice Rucheton, Vice-President of Seine-et-Marne, responsible for environmental affairs.

The Moret-Loing-et-Orvanne BioNGV station: a fine example of local cooperation

Located in the Renardières business park and operated by ALTENS, the new public BioNGV station is part of the CapBioGNV77 Club’s ambitious plan to have 30 stations by 2030.

In particular, it will be used to fuel:

  • Ile-de-France Mobilités' buses, operated by Transdev;
  • The refuse collection vehicles operated by the SMICTOM (mixed syndicate for household waste collection and treatment) across the Fontainebleau region, operated by Véolia;
  • It will also fuel transport companies and local fleets.

This project illustrates the strength of local partnerships, the result of cooperation between local elected officials (the Moret Seine-et-Loing Community of Municipalities, the Town of Moret-Loing-et-Orvanne, the waste management syndicate) and the public and private stakeholders involved in CapMétha77.

The Moret-Loing-et-Orvanne BioNGV station represents a concrete commitment to the region's energy transition. “With this site, we are supporting the local authority, freight and passenger transport operators, as well as local stakeholders, in their transition to low-carbon mobility. This station also illustrates our ambition: namely, the rollout of sustainable and innovative solutions that meet the needs of all stakeholders involved in their energy transition”, said Étienne Valtel, CEO of Altens.
